U.S. Department of Justice Expands Civil Service Commission


Due to several litigations, the U.S. Department of Justice, about a year ago, established a goal for the City of Waukegan to encourage racial and gender diversity within their firefighter and police departments. As a result, the Waukegan City Council voted in May to expand the city’s Civil Service Commission to five members rather than three to watch over the hiring practices of these two city departments. The goal is to hire more minorities and women in the police and fire organizations. Rick Harris, a diversity consultant, was retained early in the year and paid $75,000 annually to help manage diversity issues and provide sensitivity training.
